River City Enterprises is a full-service contracting and construction management company based in Richmond, Virginia. We work with procurement leaders, project managers, and owners who are responsible for delivering spaces that serve their clients, students, and communities.

Our mission is to make construction feel organized, transparent, and trustworthy for the people responsible for delivering it. We plan thoroughly, communicate often, and bring craftsmanship to every detail so projects finish on time, within budget, and ready to serve the communities they were built for.

MEET OUR PRINCIPAL

Eugene Thomas Jr. is the Principal of River City Enterprises and the person many of our clients meet first. He brings more than a decade of construction experience and a deep commitment to craftsmanship, integrity, and community impact.

Eugene has led residential and commercial renovations, design-build projects, and collaborations with local, state, and federal clients across Virginia. He also serves as a development partner and co-owner on several affordable housing projects, reflecting his belief that construction should create long-term value for neighborhoods as well as owners.

A Class A contractor, Virginia Certified Real Estate Appraiser, and Licensed Real Estate Broker, Eugene is a proud Hampton University graduate with an MBA from The George Washington University. He also serves on the Hampton University School of Business Advisory Board.
